Here's how the stock setup works: the throttle valve opens and closes to adjust the ratio of fresh intake air to recirculated exhaust gas. With the EGR in place, that makes sense. With it deleted, there's no reason for the valve — but it's still there and still capable of closing. At highway speed or under load, that can shut the engine down entirely or cause catastrophic damage at higher RPM.
